Geodetic Licenses and Licensing of Geodetic Organizations in the Republic of Srpska
Licensing is the procedure for determining whether the conditions for performing geodetic activity have been met, thereby ensuring the professionalism, quality and reliability of geodetic works in the territory of the Republic of Srpska. Licenses are issued by the Republic Administration for Geodetic and Property-Legal Affairs (RUGIPP).
Legal Basis
The issuance of licenses is regulated by:
- the Law on Survey and Cadastre of the Republic of Srpska (“Official Gazette of the Republic of Srpska”, Nos. 6/12, 110/16, 62/18 and 90/23),
- the Law on General Administrative Procedure,
- the Rulebook on the License for the Work of a Geodetic Organization, Geodetic License and Authorization for Aerial Surveying of the Territory of the Republic of Srpska (“Official Gazette of the Republic of Srpska”, No. 11/14).
What is a geodetic license?
A geodetic license is an official authorization confirming that a natural person meets the legally prescribed conditions for independently performing certain geodetic works.
The issuance of a geodetic license confirms:
- appropriate professional qualifications,
- passed professional examination,
- prescribed work experience,
- fulfillment of other conditions defined by laws and rulebooks.
What is a license for the work of a geodetic organization?
A license for the work of a geodetic organization is an approval for a legal entity or entrepreneur to perform geodetic works prescribed by law.
A geodetic organization must meet conditions related to:
- registered activity,
- appropriate professional staff,
- employees holding geodetic licenses,
- prescribed geodetic equipment,
- business premises,
- other technical and organizational conditions prescribed by acts of the Republic Administration for Geodetic and Property-Legal Affairs.
Types of Licenses and Authorizations
The licensing system in the Republic of Srpska includes:
1. Geodetic License
A personal license issued to an authorized geodetic professional for the purpose of performing professional geodetic works.
2. License for the Work of a Geodetic Organization
Issued to a company or entrepreneur that meets the prescribed conditions for performing geodetic activity.
3. Authorization for Aerial Surveying of the Republic of Srpska
A special authorization required for performing aerial surveying (photogrammetric surveying, surveying with unmanned aerial vehicles and other aerial surveying when prescribed by special acts). The conditions and procedure for issuance are prescribed by the relevant rulebook.
Conditions for Issuing a Geodetic License
The applicant, in accordance with regulations, submits evidence of meeting the conditions, such as:
- diploma of appropriate professional qualifications in the geodetic profession,
- proof of passed professional examination,
- proof of work experience,
- proof of employment engagement when prescribed,
- proof of payment of the administrative fee,
- other documentation defined by applicable regulations.

Conditions for Issuing a License for the Work of a Geodetic Organization
Depending on the type of organization and scope of work, the following may be submitted with the application:
- decision on registration of the business entity,
- proof of an employee with a geodetic license,
- proof of possession of prescribed geodetic equipment,
- proof of business premises,
- proof of fulfillment of technical conditions,
- proof of payment of prescribed administrative fees,
- other documentation determined by regulations.
The Republic Administration verifies the fulfillment of the conditions in an administrative procedure and issues a decision on granting the license.

The licensing procedure generally includes:
- Submission of the application.
- Submission of prescribed documentation.
- Verification of fulfillment of conditions.
- Issuance of a decision.
